Khaki Green: National security and opportunities for growth in the green transition
This summit explored the intersection of national security and economic prosperity within the green transition, asking about the UK's role amidst increasing protectionist industrial policies and how to strategically leverage its comparative advantages. Discussion reaffirmed the relevance of allies in managing a green transition, with advanced nuclear technology, offshore wind, and carbon capture identified as key areas for UK-US collaboration. There was little consensus on the applicability of a US model to the UK or the logic of the Inflation Reduction Act itself. Some argued that the UK and US should 'leapfrog' into next-gen technologies where China lacks an advantage, recognising the UK's strength in research and development. Disagreements arose on financing the green transition and market structures for infrastructure investment, though learning from water sector deregulation for asset ownership was a consensus point. Engagement with China also saw little consensus, with views ranging from forming new coalitions to pursuing deeper diplomatic engagement or accepting reliance on Chinese supply chains. Climate policies are now understood to be intertwined with tensions with China. Participants also highlighted risks of replicating colonial relationships when engaging with the Global South. It was agreed that the UK needs safe, trusted partners and should strengthen ties with the G7 and EU.
